Move the folders somewhere else, then do the thing, then put the folders back and should work

I had the same issue. I was not able to re-add my second steam library folder for the same reason as you after using this fix.

However, it did work once Steam had completed downloading the game again. So, perhaps you need to stop all downloads before adding new Steam folders. Even if the folder you are adding isn't related to the download.

Didn't work for me either. I even deleted Steam from my computer completely and re-installing and THEN trying this link and nothing. This is getting really ridiculous!
