I agree this is important.
Steam suggested that the best way to do this is with a timed discount, so UberEnt could still do normal discounts without issue of discount stacking.
Though there's issues with it...
Steam is messing with or lying to Uber if this is true. Other game companies have created permanent, selective discounts which work fine with other discounts for their previous players (FROM Software's Scholar of the First Sin immediately comes to mind). I smell baloney from someone. Regardless, allowing previous owners of Titans to keep the discount for longer than a month is ok in my books.

One tiny issue with this approach, the upgrade doesn't show on the Steam wishlist. Titans is displayed at full price, and thus way further down the Order by Price listing than it should be. That's something Valve need to fix, ideally.
Jables on the Planetary Annihilation store page you should add Titans to the section
