Well, it was recently included in the Steamdb leak the other day. So undoubtedly they had plans to release it on Steam. That said, Agatsuma has just been dissolved as a company, so it will probably never happen now. :(

Only chance is if whatever company purchases their assets decides to try porting it. Which, given that it'll most likely be a Japanese company is a bit of a crapshoot.
