Does a DRM-free version exist?

I noticed that the official Degica Shop doesn't sell RPG Maker 2000, but all the others. Is there any reason to it? I would've preferred to have it DRM-free outside of Steam. Is the folder with the executable actually tied to Steam or can it be moved outside and executed without it?...
