You can fetch the Direct X redistributable at Microsoft's site.
The second possible issue is the OpenAL driver.
Try updating your OpenAL driver and/or installing the SoftAL Driver.
Normally OpenAL relies on Windows audio drivers for software emulation of features not able to be performed by your hardware, the SoftAL driver lets those function be done by a more specialized library.
