Japanese version of PS4 was sold in Japan.

This is actually a really good question, and hopefully the devs explain what's going on.

The game already has Japanese audio files included. The Japanese localization files are missing. However, there's clearly a depot for the Japanese localization files. https://steamdb.info/depot/495956/subs/ If these were added like the others, it would theoretically work.

All I can think is maybe there's some kind of licensing problem? I've heard that Japanese voice acting can be legally problematic outside Japan because the companies that own the rights can be... jerks about it.

There's a chance they might add them properly with the next patch. They're very uncommunicative. I have tweeted them about the issue, but they've never responded.

For some odd reason they they haven't enabled Japanese voices even though the game already has all the necessary files. (Even without the Japanese localization pack.) As a temporarily workaround until they (hopefully) fix the problem go to SteamApps\common\Sniper Ghost Warrior 3\GameSDK

Open game.cfg

Add the following line:

g_languageAudio=japanese

And you'll have Japanese voices.
