Is the game jumpscare/screamer heavy?

Everything works...except for the videos. They seem to stutter and even freeze so many times it looks like the video is lagging behind the game script (motion warnings when the character isn't even close to moving to said camera number). Really can't play it like this >:c...

The cams seem to be frozen at points, like the characters move and just stop, plus when motion is detected I move to a camera and nothing seems to be happening - is this intentional? or is my game bugged?
