Every part of the game seems to indicate so, especially the lack of settings and the lampshade on the settings screen about that lack, but it's not sold under Steam's early access system. For a finished game, the quality is frankly unacceptable, and I say that after merely a few minutes in game. Minimal things I'd expect in the settings screen: resolution, fullscreen/windowed toggle, volume, and, having seen a little of the tutorial; text writing speed....
