Super SUPER high framerate on ULTRA but still "studders"?????

Okay so I was able to play this game great until a couple of days ago when my FPS dropped over 200FPS to 62FPS and even then it lagged so i went online to the steam forums and i did the "run" as administrator and the changing the "bsmoothframerate" to False.. WHICH got me back up to my normal fps which is around 240-260FPS but still acts like i"m running on 40FPS... and my ping never goes pass 120. its not a heating problem. and my parts aren't faulty because i did stress test... plus its 2 week old build... and i play every-game on the market on ultra\ultimate settings above 100FPS no problem! so does this mean its the game itself that has a problem and the developer must fix it.... or...?

-MSI z87 gaming g series mobo
-Gigabyte GTX 770 4GB
- Corsair Vengeance Pro 8GB of RAM
- Intel i7 4770K
- Corsair 850 platinum power supply

Try opening the console while in game with ~ or F3 and type in:
umbra culling
then press enter.

hows your monitor? if you have a low refresh rate monitor (50-60hz) high frames might start causing screen tearing and stuttering etc. - try setting "v-sync" on or capping the frames manually and see if it disappears - if it does you might wanna concider buying a new monitor with higher refresh rate (120 -144) if you dont wanna live with the v-sync/ capping

depends - if the problem is caused by the monitor then it should - if not then it something else, you can always try, its free ; )
