Help a guy out, will ya?
I'm kinda new to the pc world so I don't know a whole lot about specs and all that
anyways my laptop can run games such as killing floor on fairly high settings
games such as chivalry and skyrim however, can hardly run on low settings and still has frame issues. Considering that will RO/RS run at least decently?

Chivalry runs on the same engine, and RO2 takes more power to run properly. So, no, you will not be able to run this game without framerate issues even on low settings.

well im kinda bummed to hear that but thanks for the heads up before i spend 20 bucks
Huh? Chivalry is more hardware intensive than RO2? On my system RO2 runs a lot better than Chivalry. I'd say you should just try during the next free weekend (which will probably be sometime this month as there should be a big content update).

If RO2 doesn't run, you could always go for RO1/Darkest Hour if you haven't already. It still has enough players that you get a full server at least once a day. And if you want to see more long-range combat and combined arms/tank battles, then you have to get it anyways, as RO2 doesn't really have any of that.
