I bought Rising Storm / Red Orchestra 2 and did not give me hats and weapons

You get weapons and ammunition issued as soon as you enter the combat area.
Also a Ushanka (if you are soviet) or a Steel Helmet (if you are german) to protect you from shrapnells or cold ;)

I think that's for the digital deluxe edition.
