*Battlefield commissions are not always enabled on every server, and if someone else also has a commission they can take your role and you just keep kicking each other out of it until someone gives up.
I would highly recommend getting an SSD for games with long load times such as RO2 or BF4 (multiplayer I mean).
I have RO2 on an old 512GB hard drive which is so old I don't even know what it is anymore and I still load in early. First 5 always.
Ping probably has little to do with it. It's usually all down to how quickly you can load stuff from the hard drive to memory (HDD -> RAM/Graphics memory).
TWI need to add to the web panel an option so server admins to lock classes to whatever honour level they see fit..... ie.
TL: lvl 60+
SL: lvl 40+
Sniper: lvl 40+
LMG: lvl 40+
E Rifleman: lvl 30+
Assault: lvl 30+
Rifleman: lvl 0+
My rig is 5yrs old but my OS and RO2 are installed on my SSD so I usually get the class I want (TL)
I usually load 1-5th and always can pick what I want pretty much 100% of the time when I play.
