The server owners do so (which are private persons, not connected to Tripwire in any way, aside from having set up servers for people to play RO2 [and paying lots of money every year for their upkeep/traffic]).
You still can play RO2, either on Servers that don´t have this feature activated (according to several postings in the "Terminated Message"-Thread there exist multiple servers which don´t use it), or by setting up your own RO2 server (and let people play on it).
You could also try to persuade server owners who use the VAC deny-Feature, to drop its use ... but I doubt that you will have much success there ;)
So, all in all, even with your VAC ban you are able to use RO2 ... you may just have to exert a little bit more effort than before ;)

And people (who have a VAC ban in another game) aren´t VAC banned from RO2 (else these people couldn´t use the game at all, I guess ;) )
The server tool only allows the server owners to extract the public visible information (about their VAC ban in a game) and then allows server owners to excelude people from playing the game on their servers (with help of this information).
Private server owners have every right to exclude from their server whoever they want ... so their use of the tool is perfectly OK
