So first thing to ask is, have you up dated your drivers, are you using a HDMI cable ? Have you set up your GeForce Experience controls ? I only ask because I had the same problem, was trying to use my old montor, had to by a new one that could handle the GeForce 1070 at 1920x1080, and go to the HDMI cable.

try to delete folder in mydocuments and check the nvidia settings
That's not how that works.
Ping and FPS are entirely independant from one another.
