Vulture for NetHack Source Code
Indeed! This game does come with it's full source code!

If you've installed Vulture for NetHack from Steam, go look within your steam installation folder within the following folder structure:

steamapps/common/Vulture for NetHack

inside the above folder you will not only find the playable game, you will also see there's another folder named "Source Code".

Within "Source Code" there a few child folders, for example:

  • NetHack
  • Vulture for NetHack

The first folder, NetHack, contains the full original NetHack source code (unmodified) in it's original form.

Any other folders will contain NetHack modified with Vulture for NetHack full source code for the exact version you are busy playing, on steam. In this way not only distributing the source code to you, but also allowing you to comparatively see the exact changes that were made to bring you this interface on Steam.

Being free software, the source code is also available from the developer's own repository here: https://bitbucket.org/clivecrous/vulture

Last commit was in 2012. That can't be the latest source.

The bitbucket source is far from the latest source code. We stopped using bitbucket a long time ago when they changed their policies. The latest source code shipped with the game, if you have the game, you have the latest source.
A reminder that to be GPL compliant, they do NOT need to have the source code available for free to EVERYBODY, they only need to have the source code available to people who they actually distribute binaries to. Therefore, if they're selling the software and bundle the source code with the purchase, they don't need to have the source code anywhere else for free.
The original NetHack DevTeam keeps things under wraps until it's released, so if you are looking at the ACTUAL source for NetHack itself, it shouldn't have been updated since 2003.
