Enchanced Graphics is Disabled - Please Help!

I bought this game back a while ago and refunded it 10 minutes after. The first thing I noticed is that the game looks like a dated PS2 game on my PC. Now I have the physical copy and sadly couldn't return it at the time and I bought the steam version (which I returned) and both versions have the Enhanced Graphics option disabled, and the graphics aren't shiny like the ones in the pictures/videos for the game.

Also the Depth of Field and Motion Blur is disabled as well, but the FSAA option is enabled (goes up to 8x). I've toggled every option in the game and for the life of me, couldn't get the Enhanced Graphics enabled, like the graphics in the game isn't shiny like in the pics, everything just looks flat.

It really baffles me because I own many LEGO games (LEGO Batman 2, Lord of the Rings, etc.) and I've never came across this problem, the graphics in those games are exactly like shown in the pics (at max settings too, no lag), but this game for some reason won't allow me to enable that option and the graphics look like it's from a PS2 game, can you please help me and tell me what's going on?
