Graphics Issue, constant blinking/flickering

Just got this and booted it up. Whenever I am in the game, menus, cutscenes, in gameplay there is this constant flickering and blinking that will not stop. I have more then the recommended hardware and graphics. What is going on here and how can I stop this annoynance?
