That's the point of not allowing songs with custom music to be submitted publicly. It's basically the same thing as other rhythm games on Steam that allow you to play with your own music, yeah the person could be using music they downloaded illegally.
My favorite rhythm game is osu, and my love for the game is reliant on the limitless amount of music, since maps are created by the community and they can use whatever music they want. Every time I go back I find new music to enjoy. The problem I have with Geometry Dash is that I go through the user levels and find the same songs repeated dozens and dozens of times, while I'll enjoy the game for a while, it won't hold me without the freedom of custom music. It's this kind of feature that has kept me playing osu for over 3 years.

The way I think it, people would have less freedom to upload songs, but better protection for youtubers/streamers.
