Well tell that to the people who have forced them to do that by buying the Russian version for a cheaper price living in the US, or some other non Russian country and then just setting it to play in English.

There is no way to change the language, I am stuck with a language that takes me double the time and effort to read as opposed to English which I am nearly fluid at.

That's cause all countries in CIS speak Russian obviously!.... or not.

Ignorance or stupidity, you name it. From browsing the forums of various games lately I have seen this brought up quite a lot. I feel sorry for the people that are forced to play in a language they might not even speak. Unacceptable.
In fact, Steam is pushing those people to either buy the game on origin/uplay (if possible) to get a proper language or download it illegally and get what they actually want (even though they want to pay for it mind you). Something indeed should be done about this. Who or how, that is another question entirely.

I understand that the restrictions need to be put up, people from CIS countries buy the games and send them to people in Europe or America, but what has really gotten me pised off is the fact that the warning wasn't issued when I bought the damn thing, it was only issued a couple of days before the launch, if I had been warned I would not buy it.

It's not that I dislike Russian as a whole language as much as I am just angry that I am forced to use that language, I will barely be able to understand the story because my Russian is terrible. I would've been more ok with this game being Spanish.

Next time you can buy a ROW version of the game in other online store for $59.99 instead of whining about language limitations in the game version which price is almost 50% less than ROW version.
Even people in Russia do the same if they doesn't want language limitations or region lock. Ubisoft won't change anything anyway. In your opinion what is more reasonable for Ubisoft - make a language\region lock and allow to buy this game of dominant mass of players where most of them may speak russian language in these countries or set a full price, add english language for you and "couple" buyers and lose profits?
Answer is obvious.
Only your wallet decide.

P.S. Russian language isn't stupid, just a one of the most complicated languages.
If you don't like this language by the known reasons - this is your personal problems.

I would think your best bet would be to find the english game and see if there is a way to change the language files over. Usually this can be done by just renameing the files from something along the lines of EN_filename.ext to RU_filename.ext. The game thinks it's loading up the russian files, because of the name, but it's actually the english ones.

Mileage may vary, as not sure what/where/how the language files are stored with this game. Some games require more modification, some require less.

I do not think that is the problem. Problem is picking one specific language even though it is not official language of all countries included in that region lock. It would be like creating a region of Germany, Austria, Switzerland, Netherlands and France and only giving an option for German language. They all speak/understand German right? Or not, like in this case!

Preventing trading is easy. Add in activate only in CIS (can be circumvented by using VPN, but this can result in ban) and can only play in CIS (too bothersome to use VPN each time to play and dramatically increases the ban probability). Can only be traded in CIS. Solved and you can still use all languages possible.
