You can play through LAN though, which requires a third-party program like Hamachi or Tunngle. You should find players pretty much every time.

Well, that is certainly misleading then. Unfortunately when buying older games like this though it is always worth doing a quick bit of research. Game servers shutting down is quite commonplace nowadays.
It would be nice if Steam would pay a little closer attention and not let wording like that through.
But definitely be aware, multiplayer in this game should still work with an easy workaround just as "A Tomato" said earlier. Hamachi will connect computers together so they appear on the same network and you can play a local LAN game over the internet. It is an extra step though so it would be nice to not have that hassle.
I just purchased this game and I am downloading it now, I will respond later letting you know if the built in online multiplayer is indeed inactive.

I assumed as much and really didn't have any hope that it would be re-activated now but I figured it'd be a definitive answer for PirateorNinja.
You can use a service called Evolve. It is a chat client that also can be used to play lan games over the internet. It is also much more plug 'n play feeling in my opinion, than Hamachi or Tunngle. As you just open a chatroom, set a name and/or game, set to public and people can find you via the matchmaking system. Plus you can voice chat in the chatroom (given everyone has a mic). Not sure if they support the Steam version of this game without editing something. However, if they do youcan use it as an in-game overlay as well as the whole tunneling process.
I believe there is also a application called Gamescomm or GameRecon. (Not 100% sure on the name) that tunnels games as well.
