Windowed Fullscreen
I've tried setting this but the screen shrinks after starting up.

Maybe you wanted to set it to Borderless then

I wanted borderless window, but the game window shrinks. I tried normal windowed but the window shrinks too and it also moves halfway out of the screen and can't move it.
I'm currently updating graphics but i don't have these issues with other paradox games.

I don't know if it will help you, but once in Borderless window, try hitting ALT+ENTER. Who knows...

You set it to both FullScreen and borderless ? I wonder how the game will handle this :p

something i did notice though. When i tab out the game starts demaning more resources, ignoring the 60fps cap, so the computer starts running hot.

Do you have a monitor having a refresh rate of more than 60 fps ? Because with a monitor caped at 60 fps, you can't have more than 60 fps if you are tabed out of the game, as then the refresh rate of the game = refresh rate of desktop, even in windowed and borderless windowed.

no, it's 60fps. Anyways. i set Fullscreen to 0.
It appears that what actually solved the original issue was

min_gui={
x=1920
y=1080
}

which was set to 720p.

What file did you specifically put that into? I have this problem too.
