According to this ( http://www.notebookcheck.net/Deus-Ex-Human-Revolution-Benchmarks.64144.0.html ) you should be getting 46 fps on high settings at 1366x768 (
DX11, Shadows, SSAO, DOF: Normal, Post Processing, Tessellation
4xAF Simple Edge AA)

What resolution is your monitor?
Version of Nvidia driver? New driver seems to have some issues at least with DC, so could have same issues with the original.
Any other games give you as bad of performance or is this the only game?
And I don't think you have 13gb of ram, that might be your total including virtual/HD-provided RAM.

Ok, there's a lot of things that it COULD be, but I'm just throwing out what I can think of.

Go into your Nvidia settings and disable Vsync. With it off, see if you get any improvement with the in-game setting for Vsync either on or off.

Also, you could try the registry fix. Click Start Menu - Type in "regedit.exe"
Go to HKEY_CURRENT_USER\Software\Eidos\Deus Ex: HR
Set "D3D11_CREATE_DEVICE_PREVENT_INTERNAL_THREADING_OPTIMIZATIONS" to 1, and save

Another thing it could be is an issue with your on-board graphics card (assuming you have) not switching over to your 635m when you go in-game. Re-run Deus Ex setup where you choose the primary graphics card and make sure its the Nvidia 635m. If this doesn't work, you can also try going into your BIOS and directly disabling the on-board graphics.

If none of these work, I'd check your hardware temperatures and usage just to see if there isn't a problem with overheating or your CPU/GPU being taxed to the limit - may help narrow down the problem if none of these fixes work.

Also, if nothing else works try rolling back your Nvidia drivers to the last full version.
