At the moment, the controls are reversed (which is annoying), so would it be possible to add in an option so that they aren't. Secondly, how much will this cost ?

You need to rethink the slow, stop-and-go gameplay. All it does is ruin the pacing. Ditch the fuel meter, automate forward momentum, and reduce the number of shots it takes to destroy/kill things. Sega's old Rail Chase games are a good example of how to do a mine cart shooter. Maybe take a look at them....
