If your OS is a Windows "N" version, you are missing Windows Media Player codecs.
You can either install Windows Media Player from Microsoft, or you can download the DLL "bass.dll" from http://www.un4seen.com and overwrite the one from the game's folder with it to support MP3s.
Ifi nstead you are on Linux, you need to install libmpg123 (i386)
Though I suggest installing Windows Media Player if you don't wanna go to the trouble of replacing the BASS library after each patch of Melody's Escape (not sure if the patches are gonna overwrite it)
also copied the dll to C:\Windows\SysWOW64\bass.dll to fix wmp and other players that use system dlls to decode
