Slow motion after being in water and overlay/shift issue

Anyone else experiencing these issues, too?

You go into the water and then when you get back on land your player character moves very slowly and even Stamina doesn't bring the speed back up to normal. I could only resolve this by having the player sleep in a bed or just by restarting the game.

The other thing I've encountered is that when I press SHIFT to sprint the overlay pops up. Shouldn't the overlay only pop up if I'm pressing SHIFT and TAB?
