It's Simtropolis, which is pretty big in the modding community. Looks like they just started a YouTube channel.

His commentary is really annoying (screaming and yelling for no reason), his microphone is crap, and the ingame music is waaaaaay too loud.

Yes, audio isn't their strong suit. Most YouTubers don't mix their audio after capturing. Even the most popular ones don't.

Also the game is fairly new so it's only natural he's still feeling the game for what it is.

oh man. watching that was so frustrating. like when he tries to figure out how much his policies cost? it's like /it's right there!!/ but he couldn't hear me because it's the internet.

still. good to see the game in action though. looks like road placement is kinda finicky. my curiousity is piqued.
