That is what Steam reps tell you. But those who have gotten multiple refunds are told the same thing. Basically, the "one time refund" thing is just so Steam makes you think "here you got one refund but don't ask us again". The is actually no such thing as such.

But, Steam tends to offer you your first refund with not much hassle. For subsequent refunds, you need to have a solid reason and it can't just be because you missed critical information such as 3rd party DRM (which is your own fault really). In this case here, I really don't know what'd the outcome be. But worth trying.
