Invest in damage first IMHO. I usually do damage, then teleport cool down, then shields.

I did shield regen as i suck at dodging. Base damage gets the job done but ill keep your idea in the back of my head. :sticky:

Also, can a weapon ever be upgraded in rarity?

You can only find more rare weapons. You can't upgrade rarity in the weapon lab.
