Go to this here: C:\Program Files (x86)\Steam\steamapps\common\Command and Conquer Red Alert 3 Uprising > Right click on RA3EP1 > Properties > Compatabillity mode tab> Run this program in compatabillity mode > Windows XP (service pack 3)> apply okay. Then just click on RA3EP1
Driver:
Go to windows update > search for update> look at the optional updates if there is a graphical driver availabe. Other updates can also solve the problems, so just install them :). What are your system specs?
After that, just reboot your PC, install the game back again and it will be working without any problem. This will clear all your cache and history but leave your games intact.
