I thought that it's a feature which I can't understand or I just don't have required item to decipher that text but I'm not sure. So, is it bug or feature?
For example, with the standard names "Alice" and "Bob", you already have 7 fairly common letters. "Guard" and "Fireball" are also pretty obvious, as are the wanted posters. Given all that, Halcyon's and Ida's speech will probably give you the rest since you can often safely guess what a symbol means if you've got most of the letters in a word.
So, yes, you can absolutely play without having solved the glyph puzzle. But unless you have a good memory for strange symbols, it'll get tedious.

seriously though...
i did do the puzzle in act 3 (i think), but i still don't have normal text (it may just not have triggered correctly),
i also glitched out the dragon behind the two guards at the beginning by choosing to not warp back in time and then getting hit so i now have 0/104 hp, making the warden not target me anymore because he thinks i'm dead (in fact, all enemies think i'm dead and nothing knocks me back anymore)
i also simply walked past the warden because i used the boomerang with the reprogram-self artifact to set my own speed to 1000, which lets me avoid his flail altogether
also:
as stated above, i've circumvented the warden in two different ways before progressing, and i'm FAIRLY sure you can even get around him using movement technique alone (circle around the flail far enough and it'll knock you back towards the warden)
