Go minorities.
It's not very hard to keep minorities happy. The only big thing you gotta watch out for is that GDP increases Immigration, which increases Racial Tension, which really annoys them. So if your GDP is high, find a way to keep Immigration down even if it makes a couple people unhappy. The other stuff that makes minorities happy tend to be nice stuff anyway.
I have a great GDP, no homelessness, no crime except for the religious gun nuts that want to kill me. LOL I even gave them state funded public religious broadcasts (agaisnt every agnostic value I have in my body)... They still attempt to assinate me at least twice in my term.
I guess they take liberation theology very seriously :)
Wow, that really would be fascinating in the real world, if a nation had no single group with more members/power than another. I think it would either be a paradise, where everyone basicly got along, regardless of religion/race/politics/etc, because they effectivly HAD to cooperate, to get anything done, or everyone would be constantly at eachothers throats, forever, because they didn't all realise that they needed eachother. And, because every group was supported by the same number of people, there would never a group powerful enough to pressure the rest to get along.
I'd assume that it would start out with everyone at everybody's throat, but smooth out after a couple generations until they've forgotten they used to be different enthic groups in the first place.
Then they'll identify as members of that particular nation, and will band together at those creeps from just outside the border.
