How to modifity weapons

srsly i dont know but i seen guy with weapon that had sight i dont know help m8t's

You'll unlock the modifications as you level up and they'll be put on your weapons automatically. When you do unlock them, you can toggle them On/Off in the Upgrades Menu. The modifications are marked by a star. They are purely cosmetic and do not alter weapon stats, so in case you don't like any modifications you unlock, you can disable them without any downsides.

but sight can "upgrade" weapon or it will dissapear when i aim?

Your reputation level is 121. You should know this already because you have the upgrades. And like B Dawg said, it's only visual.
