If it is indeed a joke, I'd think it was sneaked in by some taffer developer. I doubt the whole studio would think this would be a good idea.
Edit: On the Eidos forums there's someone having the Save issue on the Xbox One too. http://forums.eidosgames.com/showthread.php?t=142855
So I guess if you really want a refund now you could get it by pestering the Steam Support enough...
And by the way; This "one-time refund" thingy is just not true.
Steam is getting refunds(!) if you're not able to start the game or some other heavy technical issue.
But this only affects if you bought a game directly on Steam, and you gettin the money back to your steam wallet, no matter how you bought it
I don't think that's true. Officially that's what Steam says, but so long you have a legitimate and valid reason, and pester enough, you can get more than that.
1 - Backups are always good - so backup your saves first! Go to "...\Steam\userdata\<account_number>\239160\" and backup the remote folder. (It should have some *.sav files in it)
2 - (windows 7) open your time, hit change date and time, click internet time tab, change settings, uncheck "synchronize with an internet server." Now, set your system time to something other than April 1st. I set it to April 2nd and it works fine now.
3 - Enjoy playing thief.
4 - Remember to set your system time back after you're done playing Thief!

I can confirm it doesn't work.
How come it works for you?
I have W 8.0.
Maybe Windows 8 has some additional time synchronization thing?
Maybe Thief gets the date somehow differently in Windows 8?
