The wing diver (equivalent to the jet armor) can actually fly around the map instead of slowly hovering several stories high before running out of juice, and you actually need to carefully manage the energy use between flight thrust and weapon reloading. Missions are more varied and enemy types and combinations give space for more tactics, for example, you can fly straight into the open hatch of the enemy dropship and then take it out with short range weapons at point blank, or land on the dropship's roof to restore your energy while being out of reach for land enemies.
I'm only at mission 8 in IA, but I doubt it will have boss fights as memorable as the mothership, earth eaters and the brain from 2025. My only complaint with 2025 are huge FPS drops when there's a hundred enemies on the screen, but that game also doesn't have a 30FPS lock.

Not really, but comparing a game to its sequel and saying it's not as good is a bit unfair.
If you had any comparison to make, it should be with 2017.
