The Aztec Treasure challenge....

Hello again. I have been playing an online challenge from Rico - The Aztec Treasure. I have no idea how to win this thing even though its my 3rd time to replay the game. I have so far made it to the part where I have to get info from Cubans and send it to US so US can trade a dish to me.... I am always stuck on that quest and cant basically move forward completing the mission without accomplishing that quest. I tried making alliance with US and trading with them forever and its already 2005 and still nothing. So far right now I came up with the idea of arresting cubans and sending them to prison with the hope they will fork out the info I need for the quest. PLS HELP. I need to know how to win this challenge!!!
