Factory workers.

They're always absent minded and lazy. I need to individually select one building at a time for construction if I want anything done. Often times there's 20+ workers doing nothing with 20+ projects on the map.

Why is this?

They don't always work 24/7, you need to prioritize your projects and make sure they are happy workers.

Also, if they spend a lot of time doing their own personal work like going to the market or going to church then they will devote less time to the building work. Make sure buildings like, churches, markets etc. are close to the homes of the workers.
