being suppressed if i understand what you're saying has them standing there in handcuffs. a guard should be along soon to take them back to their cell/solitary.

Boxboy put it best, but given that your situation involved prisoners causing a riot, the best thing to do would be to have some solitary confinement cells ready so that guards can take them there.

The suppression also last for a time based on how long a prisoner is in solitary.
The longer in solitary the longer the suppression, up to a max.
The suppression overrides needs, making a prisoner less violent.
The prisoners needs still increase so when the time of the suppression expires the results of not meeting a prisoners needs will go back into effect.

I believe supression also affects the prisoners walking speed and working , so they will do things more slowly

is it good to make room by room?

the OP mentioned 'suppression', being in solitary and making them more compliant is 'subdued' or are we using the words inter-changeably.

i would say suppression is being in handcuffs waiting to be picked up, you can't do anything so are suppressed.
subdued is after you've been in solitary and your spirit and heart is broken so you act up less.

apologies if i'm picking hairs, just my 0.02

It doesn't matter what word you think should be used, the fact is the mechanic in the game is called suppression.

What OP doesn't seem to realise is that being suppressed and being cuffed are two separate effects. A restrained prisoner is either in lockdown or waiting to be escorted to solitary, that's why they can't move at all. The only thing the suppression effect does is keeps them more docile for a while after they've been released from solitary or lockdown.
