2. You can't build on the outermost square of the map. You're limited to one row/column in from the edge. Any tunnel that goes through a wall on the edge will have an escape hole on the outermost square (where you can't build).
3. You can use the right side of the road. In my large builds, I have a forestry on the right side. If you browse the Steam workshop, you'll see segregated prisons with whole units on the right side. It's really up to you.
