Cell Quality

So like a lot of people I have a pretty big prison already I wanna keep going with as alpha 33 came out. In other words, I have a ton of prisoners in cells all over wanting different qualities. This is a big pain in the butt. So I'm thinking, what if I upgrade whole cell blocks to be quality 2, 3, 4 etc? Will more guards transfer prisoners around to appropriate qualities or will the quality 1 prisoner whose cell block I upgraded to quality 3 still get that cell?

Let me try to explain that alternately in case that wasn't clear.

-Hypothetical prisoner is worthy of quality 1
-I upgrade his entire cell block to quality 3 and leave another entire block at quality 1
-Will this prisoner stay in his sweet cell or will the guards move him to what's proper for him?
-Does anyone know what the tolerance for any of this quality stuff and guards putting prisoners in cells is?

My recollection of the video is that the game will try to put prisoners in appropriate cells for their rating. If you have less cells of any given quality than you do prisoners who deserve that cell, you'll end up with prisoners in cells of lower quality than they deserve, which will cause trouble.

I would just play and see what happens. :)

In my prison, which has 670 cells for prisoners (that's without solitary and such), is a bit messed up by the new ratings of cells.
All my cells have the stuff in them, tv, phone, windows, shower...etc. Just to make it easier for them to fulfill those needs.
Now...those are privileges...so, I've had to do some re-designing..haphazard as it is.
Unfortunately...I don't have any rating 0,1 or 2 cells, so when a prisoner does something 'naughty', they are ALL transferred (once they've served their sentence in solitary) to the holding cell. Which is now over crowded.
There they stay for 3 days, when they are moved to my lowest rank cells...rank 3.
I've done what I can with this prison...aside from building a whole new wing for these degenerates...(rank 0-2)...which would mess up my system even more.
Time for a new prison I think...even though this one isn't actually finished yet...

I successfully created poor cells by adding some brickwalls, because i also didn't want to redesign my prison. Not the nicest looking way, but very effective.

I think that instead of building new cells...I'll just build a new humongous holding cell...that'll sort it out...lol.
