The inactive prisoner

Hello, I have a problem that prevents me from fully enjoying Prison architech.
When I get my prisoner guards put them in a cell as planned, but instead of following the rules put in place, the prisoner simply let die in their cells or til triggering a riot. I recomencer over 5 prison and the problem is the Forever! I uninstalled and reinstalled, Still the same problem! I SEVERAL months since the games already and I never had to issue. (Sorry for writing I'm french and I use google trad you write :/) Merci d'avance et bon jeux !

It could be the prisoners are awaiting for time in solitary or lockdown, but you've not the proper rooms designated.
