I actually just found this:

Keyser Soze
The Chief will inform you that one of your minimum-security prisoners has been revealed to actually be an extremely dangerous gang leader.

This will strip the traits from one of your minimum-security prisoners and give them an additional sentence, Legendary, and every dangerous trait in the book. They will NOT be added to any of the three gangs--which is good, because they won't recruit people or react to gang conditions--but will still immediately become a massive threat.


I thought I just got a bad roll on a legendary, after reading he comes with everytihing I realize its not that special. I ended up selling the prison because it being my first one I made some big mistakes, one being putting the cell block near the perimeter walls. So now with some lessons under my belt and 800k I can start a new prison and actually be able to have some real planning going on without having to balance staff and grants to get something off the ground.

Lol I would go for the lawyer thing with permentant imprisonment. Put him in super max on his own with a shotgun guy or 2 nearby haha

Got this event during my first sandbox-game ever. It was one of the first events which actually happened, and i had no money to put her into secure confinement. Two days later 50% of my prisoners were either wounded or dead and because of the high amount of forces-at-arms i hired to put her down, i ended up in a situation in which i had more guards than prisoners.

I restarted the game and never played with events again :D
