put all the infected prisoners in their own cellblock and put them on perm lockdown with paramedics nearby

So you got the deadly virus variant? Wow, so it does happen... chances are very slim to even get it. Trixi's devtool mod has a heal all prisoners tool, but I don't know if it works.

If you are not too overwhelmed with infected prisoners, locate and lock them up in solitary permanently. Send the doctors to heal each one then leave them until they aren't green anymore. They will continue to infect other prisoners if you don't so quarantine them until fully healed. Then end their punishment to get them out of solitary.

Just delete your prison and start over

With the virus outbreak, you are best to act fast and early. In your shoes, with that level of unchecked outbreak, I would change regime to "eat" and lock them all in the canteen and flood it with doctors that treat everybody and guards that keep the peace for the two or three days this will take. Lock all doors in/out of the canteen and wait for it to end, meaning when the number of "sick" goes down to zero and the Virus Outbreak box disappears. Note that's different from everybody being treated. Close your prison to new intake.

I've caught it early, and it's fairly simple. I do this:
1. As soon as the call comes in from the doctor, click "Bangup" and wait 30 seconds or so for prisoners to go to cells. Then, pause the game.
2. Not fun part. Find ALL of the sick prisoners. Sometimes you can identify them because they're greenish. The certain way is to click on each and see if "Status Effects" includes "Sick." Once you find them lock them in their cell or dorm -- on the prison door click "Lock Closed." Even if there are healthy prisoners in there with them, lock them in, too. Then populate that room with a newly hired doctor and a newly hired guard. They don't get better until they've been "treated" by a doctor. After they've been treated, they are still infectious. So, before you let them out of that room, you have to make sure (a) you have found them all and (b) that all sick have been treated and (c) that they no longer have "Sick" in their "Status Effects" which will remain quite a while after they've been treated.
3. I had three dorm rooms infected. Locked them in, and I left the rooms locked until the infection cleared. The prison went on as normal while the infection raged in those three rooms.
Nobody died but one prisoner started destroying the dormitory; so I hired new guards into the room (there were none in there, and I didn't want to open the door) and a new worker to fix the room up. Don't let anybody out of the infected rooms until the entire prison is clear of the infection.

You can call paramedics and have them sit in a place where the flow of prisoners go (eg. a main hallway or a canteen)
