Hoping maybe the developers watch this forum. In the mystery shop, after solving the tarot card puzzle, you get a tool set. Apparently you need to first use this tool set on a doll's arm to detach it, then use it in the workshop. I used it in the workshop first, which permanently removes the tool set from your inventory and you cannot pick it up again.
