What are the exact conditions where a commercial license is needed?
My only intent with this program is to use it as a glorified Word program because dialogue trees are better looking and easier to follow, plus it has organizing abilities. This program is not an engine, though. There is no need for me to announce in credits that it was used to organize project data, right? Since the program itself isn't an engine and therefore has no real assets to it that I would need a license to have in a final game.

So, given that, is a commercial license really necessary for me to have when that's all I'm using the program for? Or are you not allowed to use it that way for games you intend to sell?

forget what I just said after re reading it I was mistaken. With that I would love to hear the answer to what are the cermical license requirments

Haha don't worry. I didn't see whatever you originally wrote, so. Hopefully they answer soon though because it'd be several kinds of ridiculously stupid if I had to pay to use it just for its organizing and flow chart abilities. Because the actual engine I'd be using is an RPGM engine, this program is just for me to better visualize that game's story and flow and stuff.

I am looking to use it for non game storyboarding. Which includes many of the things you are doing, character sheets, dialog tyoe things.

The non-commercial version is targeted at non-profit projects and hobbyists. You can publicly release the creations made in articy:draft as long as you’re not making any money with them. If you decide to monetize the results made with the non-commercial version, you can upgrade your license by obtaining the commercial use right separately.

Of course we're not able to check if you have made your organizing work with or without articy:draft. We only wanted to release a cheaper version for hobbyists and splitting up the commercial use right seems to be a way to do this.

So we ask you to upgrade to the commercial use right some time after the release of your game. Once revenues are coming in, your rent is paid and family fed, we ask you to help pay our rent and feed our families. We count on your fairness to find the right time to upgrade. Just buy the upgrade here on Steam when you're ready.
