Report a translation problem
windowslive is not shutdown. Only rumour has it MS will shut it down in july 2014 because the AOE online servers will come to an end. That said, MS has not confirmed windowslive will be terminated by the said time.
I only purchase this game (DVD retail version and keys) a few days ago with no problem in relation to windows LIVE activation. I think you should contact Steam support team for activation issues. Obviously, as far as i know, only those who bought this game from Steam have recently been faced with this problem.

Games for Windows Live uses a separate login that we cannot access.
Like a Steam login - all Games for Windows Live CD keys that you receive must be registered to a single Games for Windows Live account.
At the time of purchase, you were provided with a unique CD Key that must be registered to your Games for Windows Live account.
Issues involving duplicate Games for Windows Live CD Keys, CD Keys registered to previous or alternate accounts, and other account/login issues must be resolved with Games for Windows Live support.

I have personally spoken to MS and they tell me they cannot help because - not only do they not have access to their own key database - but that valve issued the key so it is their problem.
