You should only worry about the New steam version, you can uninstall safely the old version, and the old game dlcs appearing as games in your Library
The goal of that new steam version is to port multiplayer over the Steam networks rather than the old Relic server now dead and also , the new steam version as the DLCs included in it, they are now showing when you right click the game in Steam, properties, DLC tab, showing checked and installed there is all what matters
New Steam version also benefits of patchs not in the old version

Why could it not use the old files?
To try a manual convert try that
. Make a backup of your current \steam\steamapps\common\Company of Heroes to a safe location
. Rename \steam\steamapps\common\Company of Heroes to \steam\steamapps\common\Company of Heroes Relaunch (this is the folder name of the new steam version)
. In Steam if you attempt to install the New steam version, Steam should discover the files already present and will automatically update the one required if they have changed or if they are missing
That way maybe you can install the new steam version with minimal download Statsministeren
