Is there any way to choose mods before starting the game?

I use GZDoom, and in order to choose mods i have to edit the ini file every time or use the launch options/drag and drop. That's tedious and i want steam to keep track of my play hours.

Is there any way to choose mods before i start the game? Like selecting which one i want to load, and which one i don't? I tried ZDL, but whenever i add mods it launches all of them. I don't want that, i only want specific mods. And i don't want to add mods or remove them every time i play the game. Anyone knows any solution?
