No, Steam Cloud is not made for syncing multiple small files, nor will it work with mobile devices, I think.

I would suggest using the dropbox intregration. I know it might be weird but this way you can use the free Android and iOS app with it!

I dont need Mobile Apps.
And i do not trust Google or Dropbox
I trust in Steam on my PC and Notebook

We won't be adding Steam Cloud support (it really doesn't work for the kind of syncing we're doing). If you're only using the desktop app, you can save the file in any kind of file-system syncing directory (whether dropbox, google drive, or even just a shared network drive), and the syncing algorithm will do it's thing for you.

You won't be able to sync with any mobile devices automatically, but you've said you don't need that anyway, so it should be all good.
