Cannot advance - part 5 of campaign

I'm following along with the campaign and the game wants me to advance to wholesaler. I meet the requirements - wealth, stowage and sailors/workers (and I can see from the game that I have what's needed) but it says I don't meet requirements.So, i'm stuck. Anyone else had this issue?
