3D Realms does not own Blood. There is also no source code release for Blood so it is beyond wishful thinking at the moment.
It is believed that Warner Brothers currently own the rights to Blood so even more wishful thinking that they will ever actually do anything with it.

Thats not all franchises + Jaice said atari owns the rights, i believe Jaice more then you :D

Blood doesn't appear anywhere on that page.
And you are right that Monolith Productions was acquired by Warner Bros.:
